Allow a user to set up a channel, usually/probably in a personal server, where any & all Switches made by that system get a log message sent recording that the switch happened.

Use-case: Tracking switches done with pk;cfg proxy switch enabled in some manner (add/new)

We've been finding ourselves wishing there were a way to have PluralKit log switches made in other servers/channels to a specific personal server channel. Use-case being a personal server with close friends and a channel that some of them look at to see who's in front/what's been going on with us.

Motivation is that we recently discovered and started using the proxy switch new config, meaning we're no longer almost always going back to that one channel to log switches.

This would obviously need to be very locked down to prevent abuse. Given the use-case would almost always be someone's personal server, a reasonable restriction could be to require Admin/Manage Server permissions in the server the target channel lives in.
